Hearing aids amplify way beyond those limits (catch 22 as it increases damage risk but unavoidable as already damaged). I can barely hear the output from the headphones now. In fact, the new limits are a pain for me as a hearing aid user. A good set of headphones will do less damage even at a higher perceived sound level than a cheap set due to superior harmonics.
